A Pompey statement read: "The majority of the first team squad have not yet received their November salaries.
"A proportion of their wages will be paid on Friday, with the club's new owners working towards paying the remainder over the next few days."
The Premier League side's squad were also paid late for September.
That followed Sulaiman Al Fahim's takeover from Alexandre Gaydamak at Fratton Park, when Al Fahim promised to inject £50m into the financially-troubled club within a matter of weeks.
But Portsmouth were sold again in October, to Saudi business tycoon Ali Al Faraj.
Al Faraj acquired a 90% stake in Pompey, leaving Al Fahim as the non-executive chairman with a 10% stake.

The cash-strapped club have endured a miserable season on and off the field this term with the club sitting rock bottom of the table and having a transfer embargo placed on them due to their financial problems.
Players and staff have seen their wages delayed twice already this year as the club look to pay off the debts hanging over the club.
Portsmouth are believed to owe over £10million in fees owed to other English clubs and it has been suggested they will have to sell more of their stars to pay off the debt.
The news that a winding up petition has been issued will raise doubts over the long-term future of the club as they to find the funds to keep the club running.
Hope this story isn't two weeks old
